The head of the Ukrainian Gambling Council Anton Kuchukhidze told what market participants are waiting for.
In 2021, MPs did not consider the bill 2713-d, which was to change the taxation of income from gambling. The document was put on the agenda several times, but was never submitted to the Verkhovna Rada.
The head of the Ukrainian Gambling Council, Anton Kuchukhidze, said in his blog that the bill was supposed to systematize the taxation of the gambling business in Ukraine, not reduce the tax burden, as opponents of the legalization of gambling said. According to him, the bill takes into account the interests of both the state and market players. At the moment, the field of gambling cannot fully develop due to the high tax burden. This discourages foreign investors and complicates the work of Ukrainian business. The slower the industry develops, the less economic effect the state receives from this area.
Bill 2713-d proposes three key changes that are important for the market.
Income tax. For market players, it is proposed to set a standard tax of 18%, as well as a special GGR tax of 10%. GGR is paid from gross gaming income.
Taxation of players. It is proposed to increase the amount of taxable winnings to 8 minimum wages. Winnings above this amount will have to pay a tax of 18% PIT and 1.5% military tax.
License fees. Currently, operators pay a triple license for online casinos, slot machines and bookmaking. This rule applies until online monitoring is introduced to calculate the GGR. The bill should revoke the triple license.
The head of the UGC stressed that 2713-d does not provide for any changes in VAT. All contracts of operators with other areas will be taxed in accordance with current legislation.
